These are Civilians, people who will be present in the area during the war but won't be fighting themselves.
They will be able to join in on non-battle scenes in the war, and even settle down in the city and do things like opening shops.
Anyone can join as a civilian, and nothing is required of them aside from just being there (of course, leaving is fine, you don't have to stay).
Note that characters directly related to servants should avoid meeting them face to face to avoid complicated situations.

If you want to join as a civilian, tell @uppfinnarn and you'll be put on the list as soon as possible.

During the period when Fate/Zero goes on a 3 month Hiatus between Episode 13 and Episode 14, a different Grail War will be held: The Loli Grail War (name subject to change), set in A Certain Random City (name subject to change).

This war will be fought using Twitter RP Accounts, and just like in the Holy Grail War, the last Master-Servant Pair standing will obtain the Loli Grail, a legendary treasure capable of fulfilling any one wish for it's owner.

In a mere two days we gathered 7 Masters and 7 Servants from all around the world, and on the 27th of December 2011 the masters will simultaneously recite the Summoning Chant. From that moment on the war will rage, and will not stop until someone attains the Holy Grail, which will be summoned the moment the first episode of the second half of Fate/Zero airs.

The war will be held in A Certain Random City - the City of Fragments, located about three internets to the west. This city will be composed of fragments of the worlds the masters come from, along with fragments brought in by civilians.

A Map will be posted once it's finished.

1)	Masters and Servants can be existing RP accounts that are barely active. Only one (1) account per person of either Master or Servant.
2)	You can not play both a Servant and a Master. Playing your own Servant would require you to talk to yourself, and playing another Master’s Servant would get quite complicated.
3)	Servants must have their details DM’d to and approved by the Overseer (either from themselves, or their Master) before they’re eligible to enter. Details include the name, class, and name of the Servant’s Noble Phantasm.
4)	At a designated date and time, all Master accounts will recite the Servant Summoning incantation simultaneously each a different line as seen in Fate/Zero episode 1. (Incantation can be found here.)
5)	Light may not brainwash the Loli Grail before the war even starts.
